State Unit on Aging (SUA) mandates and responsibilities have expanded tremendously. Nearly all state systems are supported by a complex mix of funding sources, including Older Americans Act (OAA), Medicaid, State General Revenue Funds, and the Social Services Block Grant (SSBG). Today, the OAA funds represent about one third of the total budgets of SUAs. More than 40 of SUAs administer some portion of the Medicaid Home and Community Based Services (HCBS) Waivers serving older people and adults with disabilities. In many states, the SUA serves as the umbrella for all programs for persons with physical disabilities and in several states the SUA also administers programs for persons with developmental disabilities.
Coordinating, leveraging, and managing multiple funding streams present both challenges and opportunities to SUAs. Across the nation, the older adult population is growing at an unprecedented rate. A comprehensive plan to deliver these services is essential. To facilitate the development of comprehensive plans NASUA's Technical Support Center, is working with states in the development of new planning models. The goal is to create a cohesive, statewide planning strategy that is outcome based, fully replicable, and adaptable to each state's needs.
